Cell phone radiation

Came across this page this morning: Radiation measurements for cell phones on the market. The federal requirement says you have to stay under 1.6, mine is a 1.21. Probably a good thing to look at before buying my next phone. Although, does it mean if you have less radiation then you also get worse reception?
